Hakita is REALLY good at conveying emotion through music, and Order is one of the best examples of it (though literally the entire Violence OST is my favorite example).

It's very good at conveying how our understanding of Minos. It starts strong and opposing, just as Minos stands against you to bring justice against you for mankind, but as the fight goes on and so does it's intensity, the music starts melting the pressure into a melancholic rhythm because it represents how Minos, even with all his strength, is fighting a losing battle to try and save something he's too late to save. Humanity is dead, lust is destroyed, hell is doomed, no matter the outcome of the fight, Minos has lost anything that could matter to him and all he can do is fight until he cannot. It also has this tone of desperation as a sign that all this power he holds is still unmatchable to something like V1 (the "Weak" voice line solidifies this point) and it's a pointless effort for his good intentions.

Also puts his character in perspective. Usually, if you're fighting an evil threat, music is often depicted into something glorious and adrenaline inducing as a means of telling the player that they're doing something great, but Minos is no evil king, compassionate even for the damned, but he's also here to bring justice to humanity by killing you, so the music is sentimental yet intense as to keep pushing you foward but making you feel bad for it.

It's a very melancholic melody at core, even though it's surrounded by crazy drumming(and in game you also get yo face kicked in constantly while this track plays)
