But why are people theorising that p-3 will be fraud themed? Every other prime soul is in the third layer of each act
Because all of them have been from the second layer of each act: minos -> king of the LUST LAYER, sisyphus -> GREED LAYER rebellion

Greed is the first layer of act two. The second layer is Wrath.

It would be difficult for the third prime soul to be based on Treachery, since it's not really a full layer and almost certainly won't have new enemies. Which means no enemy related to the new prime soul and no terminal entry for lore.
We can be pretty confident that the third prime soul isn't related to Violence, because there wasn't any mention of someone who could be one. So the natural conclusion is that the third prime soul must be related to Fraud.
I think the P-3 prime soul will be from violence in some way, as every prime soul so far (yes, I know its only two) has been one layer further away from its respective prime sanctum.
