There was a book series that retconned that episode, all about the Romulan War, that fixed it nicely. Decent four or five books. I think Andy Mangles was one of the authors, series was "Under the Raptor's Wings"

The inside is (was?) gorgeous too. Plenty of movies filmed there. The team had a list on the wall and many had pictures with actors they got after the shoots.
