They aren't consistent because what you're often measuring with a cup (e.g flour, sugar) can have a different volume depending on how loose it's packed. If you measure by weight this isn't an issue.
Oh yeah I know that, I didn't realize that's what they were referring to. This is why I prefer to use weights when I'm cooking something where it matters (like baking). I thought that commenter meant that we just use a random cup that isn't a designated size
