If we didn't have this mechanism we'd just see double (or blurry / focused at an infinite distance, which is more easy on the eyes) all the time.
The excess ink and blood covers it up between wipes. They also pull the skin tight with their fingers, so they cover a lot of the area that they aren't working on.

Do you possibly have monocular dilopia? I do and when looking with both eyes its a lot more disorienting.
How on earth was the tattoo artist able to look at this long enough to finish it?

Same way you can; zoom in, look very closely.
