Most aquatic animals that bite things use either more teeth in their throat to keep things from escaping (like the Moray eel and its Pharyngeal jaw), a negative pressure system in their mouth, or a combination of both.
Looks like this species of turtle went for the "more teeth" route. And those are probably actually fleshy.

They'ee referring to the mouths of the turtles, as in every turtle has only one mouth, but plural turtles also have plural mouths, otherwise it'd imply that all leatherback turtles all share one mouth like some fucked up rat king :3
