Exact same thing happened to me this cycle, I peaked at 0.52 and figured I had just missed the peak overnight. A few days later it got back down to 0.16, I stopped. I ended up taking another LH test two days later just for fun and it was back up to 0.43. I kept testing and I got my second peak 1.24 exactly a week from the first. Ovulation was confirmed the second time by BBT and PDG strips. My body was having a hard time releasing the egg, so a few days later released a second LH surge to try again. My cycle just went from 29 days to 38 but at least it happened lol! I would keep testing to see if you get another surge a few days later.
It means that the highest LH test was on CD10. You are likely to ovulate 24-48 hours after peak.
FWIW I would keep testing since my peaks are usually 1.0 and higher.
