I dunno, I'm always very pro "do more with less equipment" in terms of cooking.
It's just getting wrapped in cabbage, doesn't need to be a perfectly compacted sausage. And making a ground meat kebab isn't hard with just a little bit of practice. And once you have the feel for it, will be vastly easier, cleaner, and quicker.

Honestly aside from just not having or knowing about the correct equipment to do this same job, it's a pretty creative way to make these. Also they are basically a southern US take on a traditional potsticker or gyoza. Points for ingenuity, and I'd eat the heck out of those.
You could just use your hands. You don't need a bottle, scissors/a knife, skewers, a plunger that fits the bottle, and a tall glass to form a log of ground meat.

the "a famous chef taught me" bs is super annoying but the rest of the recipe looks alright except for the meat probably being better if you just mix the seasoning in from the start and then just wrap it in the cabbage. Before the batter comes in it is basically a traditional german Kohlroulade, I could definitely see those tasting good battered and deep fried instead of prepared the traditional way.
