Nothing Phanon does will currently give the modifier, it's not mentioned anywhere in their diplomacy events.
The modifier only happens if you try to do it yourself both the curators and phanon will just make the tech guaranteed if you pay their price
In case of phanon, you need to have a good friendship with them, which during early-midgame is difficult
