Contact Valve Support with the email that was originally connected to your Steam account and explain them the situation.
To ensure maximum security, use Steam Guard Authenticator when you get your account back.
Also, if you don't need or don't want to keep your inventory items, sell them or transform them into badges / gems so that your account doesn't get any value to scammers.

yup, unfortunately people are still falling for it though.
They’re still doing it, and now it’s on practically every platform (Instagram, Tumblr, Twitter, Discord, etc).
If it works (which it does) they’ll keep using it. It’s like how the Nigerian Prince scam is still floating around to this day.
