But I agree with the other comment, is it possible to kick everyone else out instead? If not, can you private some games to prevent people from accessing those?

Not true. The 1-year-timer starts at the time of joining a family, not when you leave one. As per the quote from Steam's site:
Adults can leave a family at any time, however, they will need to wait 1 year from when they joined the previous family to create or join a new family.
So you can:
Join a family; be in it for 8 months, leave, and then make/join a new family after 4 months (adding up to a year).
Join a family; be in it for 12 months; leave, and then immediately make/join a new one.
Best way to describe it as that an account's "family" slot is sticky. When you join a Family, your slot gets "glued" to that Family for a year. And when you leave a Family early, your slot is still "stuck" to that old Family; meaning that you have no "available slot" to use to join a new Family (the Slot is still in the old one), and the Old Family has one less slot for others to join.
When a year ellapses (since you initially joined the Old Family), your Slot that was glued to the Old Family "returns" to you, thereby allowing you to make/join a New Family and allowing the Old Family to have an extra slot feed-up.
You are right that you can always leave and then rejoin the same family tho.

Yes! You can give or take away access, of games YOU own, to and from members
I had to wait almost a year fr. That cool down ends in march 6 and I leave my last family on march 2025
I was curious how this worked like if I join someones will they get access to my games as well
