My only speculation is that Pale King had some local autonomy over void, thats exactly how he fused it in vessels. But why would he want to give them geo? Was he thinking to give them a mind of their own? Did he fail?
I think any enemies smart enough to "participate" in the society of pharloom were the only ones holding rosaries, so like underworks workers, pilgrims, crowbugs, etc. Some others would just drop shards
Maybe Pharloom isn't set atop a fossil rich area. You do need specific conditions to have that happen, and boiling lava isn't very good for preserving fossils.
I think that unlike Rosaries which have to be created, geo is more of a naturally accuring precious metal, think about it like this , Pharloom uses a currency system regulated by the citadel, the rosaries are banknotes essentialy, while in hallownest the basis of currency is a precious metal so Geo might be more like gold or silver or copper
Gameplay reason: Silksong's different currency system is for "balancing purposes". Though I'd argue geo is far superior by a margin
Lore reason: Geo as a currency is just shell shards, or hardened shell scales. The fact they drop on any enemy in Hallownest including the animalistic ones suggest geo is also just a part of their shell and not just some loose pocket change like beads
rosaries is a very valuable and rare currency created in the wealthiest region of pharloom which explains why it's much harder to obtain than geo

Option 2: Same as above but it’s a natural mineral in the Abyss specifically (or from the same areas as the Abysses in HK’s world). PK mined it as his currency due to having some ways to kinda tame the Void and prevents counterfeits or sth. It manifests as Shards in Silksong because Hornet has no use for Geo in that situation
Option 3: PK has canonically done something to his White Palace (either placed it inside of the Kingsmould or just destroyed it). It’s possible that in the process, he destroyed his treasury, so millions of Geo were scattered around Ancient Basin and into the Abyss and were stuck onto the shells of the Shadow Creepers

In fact, the lore is secondary to the function - a currency that can be collected off most / all enemies. Thus it doesn't seem like TC thought too hard about what dropped what. The Creepers dropping geo is not really an active decision, but instead the lack of a decision to make them distinct from other bugs in this regard.
In contrast - the lore of the SilkSong currencies seems to be quite well considered. Rosaries as symbols of worship. Shellshards as literal pieces of your enemies. And what drops what, and how much, seems to be quite specific. Like sapient bugs capable of worship dropping Rosaries, whereas lesser bugs do not. Thus when it came to the creepers, they evidently thought about what it should drop.
I would presume it would, in fact, drop Shellshards. However, it seems like they made a decision for it not to drop anything - perhaps to highlight how alien they are. If TC went back and re-created HK now - I presume they might similarly make the Creepers incapable of dropping anything to match with SS - but they don't seem to want to do retroactive changes like that (which seems like a good decision to me).

Also geo has always been a little wacky as far as the lore. It's a currency, but some bugs, that seem like they've never had sentience, still drop them. Like the oomas. Which makes little sense, cause they aren't like. Working jobs, and buying stuff

The pale king made ANYTHING sentient, even if it had no arms. If it's sentient, it can have money, and those bugs werent always infected//locked up
