Tell them to try Cloud Flare Warp. Its free and its been helping me for the most part. Again, not perfect but better. I've been debating trying exitlag to see if I can't get even better, but I've also seen exitlag not be "perfect" either.
If you right click on literally any webpage, you can inspect element, which shows you the code that makes the webpage. Then you can edit text so that it says whatever you want.
If i had to guess they went to an actual notice on Google (or other browser) and used ctrl+shift+i to open the html for the page and edited it manually. That would be the most convincing way to do this sort of thing.

It's not the servers. It's a single telecom node, which is why VPNs and stuff like Clouldflare Warp that don't route through it prevent you from getting dumped.

Using a sniffer to check what is going out of your network is considered a third party (that's how damage meter's work). Which is ludicrous cuz some people will always sniff their network because of the nature of things that are on their network (My job force me to). I need to keep track of what is going out in case there's a leak about something that should not be leaked. I end up sniffing the file from the game that leave my network by default and breaking TOS by default.
