In the show universe, it is measuring tempers, but it seems to be inspired by the Scientology E-meter, which is just a galvanic skin response indicator, which is one component of a "lie detector".

I wonder if the light projection in the face is meant to burn the after-image of the message into the retinas of the innie, perhaps to leak the programming out, just like mark tried to do in reverse with his "who is alive?" projector.
