But, he was a teenager and severely mentally deficient and when the war came the British had demands. Being a teenager and severely mentally deficient, he did not follow the British's commands and they punished him (arresting, and nearly deposing him).
He did not like this, hence his support for the Germans who he thought might be a bit more respectful.
Secondly, he just had close connections to Italy. Look up the quote "I'll get rid of my Italians when you get rid of yours".
