My pc is slowing down so I'm going to wipe it something I do every few years, but I'm playing through cyberpunk and I don't want to lose all my progress is there anyway I can? Even a way to skip to where I'm at in the story

1. Name of the game

The game stores config files in "%LOCALAPPDATA%\CD Projekt Red\Cyberpunk 2077" and game saves in "%USERPROFILE%\Saved Games\CD Projekt Red\Cyberpunk 2077".
So just copy these two folders somewhere safe then put them back there once you reinstall windows.
Locate your saved files and back it up to a flash drive or external or a secondary hard drive or something.
You will have to redownload your games again if you don't have space on another drive to back it up.
I personally just make a backup folder on my C drive called _BACKUP, so when I reinstall windows and choose the option that does not format the drive but installs windows and moves the previous windows version to a Windows Old folder, you at least get to keep all your files. So you basically have a fresh copy of windows and still have your files.
Which you can find in the _BACKUP folder you created or in the Windows Old folder.
You can delete the Windows Old folder once you feel like you collected all your files you needed.
There's a program called Game Save Manager out there. Couldn't tell you where atm. It scours your computer for all your saves and backs them up in one location. It'll put them back exactly where they found them when you restore.

RTFM and find out where that specific game keeps its save files.
