You can just make a private server. We all used to do it for pirated Minecraft when we were 10-15 years old, surely it should be as easy to do with today's technology
There are external programs that make a private server for you, and it isn’t considered modding. Hell, you can even invite your friends to that private server with a code

May be a bit of a stupid question but how would I go about modding the repack? If you can at all that is. If needs be I'll find another site but I've already played through a good chunk of the game and now want to play modded as well.
To each their own, also take in consideration the size of the studios. I would've loved to see that Alexander Rostov (the art director of Disco Elysium) could've done with a rdr2 budget
Yeah this year has been a poorer selection so far. That being said I've managed to get like 200+ free games from them that I should have paid for over the years so I really can't complain.
Rdr2 would be the worst game to be free shit costs 15$ on sale everytime and almost everyone has played it by now either pirated or bought it. It ain't that big as gta 5 being free. In my opinion it should be any other famous game.

There's no 'private server' mechanism for RDRO unless you mean alternative solutions like RedM but those are much more oriented to role playing.

The games they've been giving out has been disappointing.
Disco Elysium alone makes up for at least 2 of the "disappointing" games this holiday season.
