I do wonder if the Metro Manila LGUs will comply. I recall Manila did not want to comply with the no-confiscation policy and they really want you to comply with the 5 business days. They will not allow you to get your license early.
Seeming VAT is applied nation-wide then laws like the procedure on confiscation of ID should be universally done too.
