BETANCUR is a self-professed white supremacist who has made statements to law enforcement officers that he is a member of several white supremacy organizations. BETANCUR has voiced homicidal ideations, made comments about conducting a school shooting, and has researched mass shootings. BETANCUR voiced support for James Fields, the individual convictedfor killing an individual with his car during protests in Charlottesville, Virginia. BETANCUR has stated he wanted to run people over with a vehicle and kill people in a church. BETANCUR subsequently stated that he had changed his mind about hurting people.
After being released following a conviction for fourth degree burglary, BETANCUR continued to engage racially motivated violent extremist groups on the internet. BETANCUR also made increased verbalizations about his desire to be a "lone wolf killer." BETANCUR has repeatedly violated the terms of his parole and probation.
The document linked by FBI discusses Betancur's activity on January 6, 2021. He cannot, by policy or law, be prosecuted for that activity because of the mass Presidential pardon.
He has repeatedly traveled across the country to stalk women and just recently traveled from DC to NYC to do so.
When they want to, the DOJ can use almost any sort of inter-state travel or commerce to make a crime fall under their jurisdiction, including stalking under 18 USC 2216A (generally the Violence Against Women Act).
They did so earlier this month when they took a notorious Minneapolis rapist into custody and are charging him with kidnapping, even though neither he nor his victims ever left Minnesota. The basis is that he used Snapchat to lure them into his car or apartment, and Snapchat is based in California.
That notorious rapist has already been tried and convicted and sentenced in Minnesota courts. He is, notably, of Somali descent and has a Muslim Somali name.
Betancur could be taken into custody and prosecuted for felony interstate stalking, instead of DC misdemeanor stalking, if the DOJ wished to do so.
