Actually it was only ever a car charger - the charger itself is part of the JOLT network who setup chargers like this and offer discounted rate for charging due to being offset by the ad revenue. The ads on this one were running for a few weeks before the charger was commissioned but that’s pretty normal I believe. Also it didn’t affect the charger itself, I was able to charge there while that message was displayed :)
Edit: what I like is that for a while there was only 6 or so ads on the unit and two of them were promoting alternative charging networks :D

I thought it had been there as signage before it was a charger, but it seems like I’m just mixing it up with the bus stops further along.
