Maybe both. I’d expect to see a wisp of smoke from a funnel whose boilers are operating, even at ideal temperature. I know on steam locomotives, they shoveled sand into the firebox every so often to flush out buildup, which would create a huge plume like this. I wonder if ships did similar? It was often done for photoshoots in the age of steam rail.
She looked so much more regal with her freeboard painted white. It made her sleeker and appear faster. It should've been left to differentiate her from her sister.

I have 2 theories:
1 is that they're already running at operating temp so they're not giving off smoke and the centre boilers (funnel 2 and 3) are getting fired up
2 is that she's coming to the end of a voyage and doesn't need as much steam
(pure speculation)

The white front was only on the trials and maiden voyage iirc, this pic would have been on trials
