They area both great. It depends on where you are going and who are you going to be with. Lunch with friends friends or romantic lunch date? #1 for casual lunch date with friends and #2 for a more romantic vibe

I usually don't like cowboy boots with skirts as I think the combo will generally shorten legs, but in your case it's the opposite! The boots make it look fresh and flirty and aren't overboard at all. How old is this lunch date? Is this someone from your office? Will you be working that day so the outfit is also a work outfit? If so I would understand 1. But if not I would consider 2. You want to show off a bit without going overboard, right? Show off your best asset, whatever you consider that to be, but only 1 at a time so you don't go overboard.. I would save the more mum-sy look (don't get me wrong it's still attractive, just slightly less so) until after he's declared he's interested. Save the pants for a cold day or a day you are in the office too
