    I've done it - those folks want bragging rights for first dock in the water and will happily have you out there in March if the shoreline has any thaw whatsoever.

    Over water. Plenty of ways for guy to wham himself anyway if this rig fails, but at least what is below the structure is anywhere from a totally safe to sorta safe fall zone depending on how deep the water is. This would count as worth posting if he was hanging off the building in the background.

    Wouldn't even get dispatched here. If it were, somewhere else, nothing would be done because it's not criminal. Police are not osha. And osha isn't coming unless it's an employer.
