I've got a light in the stairwell that's probably about more out of reach than yours and I have no confidence in being able to get to it. It's above the bottom landing of the stairs and then a good 10 feet above the next floor. When I moved in I was honestly trying to figure out how the hell it was installed in the first so maybe they did something similar to you.
It works well! And pretty cheap. Just a hassle buying, cutting and assembling, then removing.
My first idea was to just get a fixture with a single DCL connector and plug that in with a long pole. They snap in place so that would have been easy. But ultimately we had this nicer one already which had to be screwed and hardwired.
That’s it. The fixture is about 120 cm out from the wall the ladder rests on, so it needed this bend to push me out from the wall, or it would have been out of reach behind me. But then the ladder was too short in height to reach if I put it on a step.
Of course a longer multi function ladder could have worked, but they are expensive and a pain in the ass to store when not in use. Because of the bends in the stairs and the sloped ceiling it would also need to be of pretty exact measurements. This way it was just like I didn’t have any stairs at all which allowed me to position the ladder perfectly. Also bolted it down to the beams so it couldn’t move.
Worked well. Now I just have to disassemble everything. 🫠
Been there, done that. But I used a table halfway the stairs, a chair on top of the table and a beer crate on top of the chair. My roommates went out and came back an hour later to see either the walls and ceiling painted or me down at the bottom of the stairs.
The landlord was happy with the result and asked if I would be willing to do the other apartments too, but I declined.

Thankfully they are now about 2m down from the ceiling so I can reach them from the stairs. Also Hue bulbs so I don’t expect to have to replace them.
If I ever move and want to bring the fixture, well then I have to make this again!

Yeah I just bought two beams and four 10mm by 150mm wood screws. Very simple and cheap

Those stairs look like an everyday nightmare. The handrails are even at different heights based on where you’re at on the steps.
No it’s a great set of stairs. Very well built. The lamp location however is another story.
Work done by a home owner is not covered by OSHA. OSHA is strictly for employers.

Everyone who designs places like that should be forced to also install the lamps / change bulbs whenever the people living there need it to be done.
