Your RYOBI dosen't know pain if it never had to drill throught finely aged reinforced concrete wall from the 60s with you praying that you wont fucking die cause some fucking moron decided to put (aluminium) 230V diagonaly to cut costs/don't run out of it and finding two pockets of newspapers that remember 40s in the concrete only to put a fucking shelf (you hit the rebar 6 times and had to start over)
I've seen a university that has a stone spiral staircase in the girl's bathroom, on multiple floors. There is nothing else in the room.
I don't know how it could possibly lead to the actual bathroom(I'm a guy, so I obviously never went in. I could just ask someone, but I kind of like the mystery) and I've only been able to see it because people left the door ajar.

HL is a very liminal series aesthetically though, most of the environments in all of the games are corridors and open public spaces that are bereft of anyone but you and sometimes enemies. Episodes 1 and 2 are slightly less so because of Alyx but even they have stretches where you get separated.
Yeah especially in hl2 it's supposed to feel empty and a bit alien. Aliens came in and emptied the place after all. Everywhere you go you see things that somebody built, now used for whatever it can be used for.
This dam was built by humans. People worked here once, you can see their lockers, the break room they ate in, and the fridge they put their lunches in. That's all wasted and ruined. Combine operate it now. Angular steel and energy fields cut access, while cables dig into human machinery, taking their power to fuel combine gunships. And you will use it for less. You'll kill the Combine infesting this dam, plunder what little resources the Combine left for their troops, open up a sluice gate, and continue on your mission.
Seriously though, there is something weirdly cozy about the random places you find people living throughout City 17, especially in the industrial areas
I think it's moreso for them to show off your recently aquired physics gun, their level, and to offer a small challenge (since no-one's forcing people to complete achievements)
