I was going to point out that that was in the North Sea… then I remembered that they unsuccessfully attempted to shoot the fishing boat that had been tasked with delivering their mail (including the admiral’s promotion) before they made it out of the Baltic.
If they could do it on the coast outside Senegal then it seems reasonable they can do it in the Mediterranean as well. It's not that far away and their cargo ships travel that way already.

In past title releases of 'IRL War', you could get the "competent commander" stat by transferring commanders in from allied factions, but those don't seem to be available in this release.

I'm sure he figured being in the Med was safe, he probably wouldn't have been so bold anywhere in the Black Sea. Like if it was a flying drone, it might have had to cross through other countries' airspace, and surely only Russia is allowed to do that, everybody knows

Indeed, that seems to have been the tactic in the recent attacks. Causing economic damage to Russian shipping, without causing undue environmental damage to Turkey or killing sailors (who aren't Russian anyways but from low wage maritime countries like Philippines, Bangladesh, etc)
The attacks so far were on empty tankers headed to Russian ports, not on full tankers headed west.
Although if they increase the frequency of attacks (as they would have to in order to increase damage to Russia) eventually some sailors will be killed through unfortunate circumstances.

Usually they let the tanker know before hitting it with a USV. This time they took a USV with bomber drones on it, and they hit the deck.

Is he confirmed dead though? A tanker is quite large and unless that guy was directly at the impact area, chances are that he might have survived it.

Yeah... During all of the recent tanker hits on the high seas, the crew always got off safely, and the ships weren't even sunk. Just damaged.
A ship doesn't have to be destroyed to have it's structural integrity compromised so badly it is not seaworthy or able to carry it's cargo.
