The Train sequence through the snowy landscape is absolutely stunning, definitely captures that winter atmosphere you're looking for

Hugo! - It's cozy, it's beautiful, it's incredibly underrated, it has snow and it's not at all about christmas. One of my favourite winter films

Narnia - It does mention christmas "always winter but never christmas", but it isn't about christmas.
The Thing - snowy sci-fi creature horror
Snowpiercer - the earth has frozen over now humanity lives on a train
Day After Tomorrow - not winter... but a disaster film where the earth is covered with snow after two other horrible events

Grumpy Old Men (1993) -- November and December in Wabasha Minnesota. Ice fishing, snowmobiling, shoveling snow, slipping on ice.
Diner (1982) is set in late December, but not Christmassy. It's December in Baltimore -- cold but not snowy.
