Where are all the low level quests? I really enjoyed everything that Seyda Neen had to offer, now I’m trying to find similar village to get more quests like these, where can I find these?
Edit: what if I created my character and for the most part I didn’t invest anything in magic (just put restoration as one of my major skills). Can I still be good for instance at Mysticism? I see that magic is very fun in this game and wonder if im already cooked.
Go to Balmora and join a guild.
Can I join multiple guilds?

Yes, though some questlines interfere with each other a little. And you can only join one Great House without exploits.
Just wander around and play the game. If an enemy is too hard, just run.

Also, if you’ve have a modicum of mysticism skill, invest in the Mark, Recall, and both Intervention spells. They can help you get out of a bind and make travelling from A to B a bit less painful.

Given enough time, you can train anything pretty high.
The game wants you to use the training mechanic, it's much faster than the manual way of training. So save up some gold and spend it at the Mages Guild and, once you're high level enough, seek out master trainers in whatever school of magic you want.
It will be very expensive, but even then you have options. Good hunting!
Thankfully Bethesdas horrible DLC implementation means you have a constant source of income in the form of Dark Brotherhood armour
While you train your Mysticism. Keep an eye open for shops that sell enchanted rings and amulets.
Mark and Recall enchanted items do exist.
A mysticism skill of 30 will give you about a 65% chance of successfully casting Mark and Recall. Divine and Almsivi Intervention will be easier to cast, around 80% chance of success. Every point of Mysticism above or below 30 will raise or lower your chance by 2.5%.
You can find Mysticism trainers at Mages Guild, Tribunal Temple, and Imperial Cult hubs. Training costs will depend on your Mercantile, the trainer's Mercantile and their Disposition towards you, but you should be able to train up to a skill level of 30 for roughly 5,000 gold.
The other option is to buy any Mysticism spell you can cast on yourself. Detect Animal, Enchantment, or Key are good options. Find an NPC that will let you craft your own spells and make a custom spell that targets yourself and has a cost of 1 Magicka. Doesn't matter how powerful it is. Cast that spell as you walk from place to place and you should get levels somewhat quickly. How tedious this is will largely depend on your Magicka pool.
5k gold??? That’s a LOT
It may seem like it at the beginning, but as you get more experienced and find a few more items you will realize that 5k are peanuts.
High level enchantments can cost upwards of 100k.
You can absolutely win as a pure martial. But magic is super fun, and you can get good at whatever you want, regardless of major/minor skills

That’s a Morrowind rite of passage.
Its not like WoW or mmos in that there are "low level" areas full of quests to do. All the factions start you off on low level grunt work. Go to balmora as directed join the fighters and or mages guild and go from there
The main quest tells you to go to Balmora, there you can find guilds with quests. But remember that quests don’t actually give you XP, exploring does.
And jumping! Haha
Balmora/Ald'Ruhn early mages and fighters guild quests are pretty easy. Gnisis Imperial Legion quests are easy but definitely a step up from the others I've mentioned.
Balmora, Pelagiad, Aldruhn and Vivec have a lot of easier quests
Go to Balmora and join a few guilds, depending on your character build (but not necessarily). They have starting quests that are simple and get you going. From then on you'll figure out what you wanna do.
Ebonheart to the east and just south of Vivec has some super easy quests.
Yeah, Morrowind ain’t Skyrim. You will have to run. It can be a tough evaluation to make at first but eventually you’ll be able to judge pretty quickly if this is a fight or flight situation
Every city has some not combat intensive misc quests and every guild hall starts with east faction quests (or is rank locked otherwise).
deliver that package you've been given. you'll find plenty of lower level quest-givers along the way. in fact Caius will give you the same advice.
You're absolutely not screwed on your build. The build is only important at the early game. You can master every skill and utilize every type of weapon and spell after a time.
If you haven't already, go to Balmora and report to Caius Cosades. He'll point you in the right direction.
As a general rule, the southwestern portion of the map tends to be the safest for low-level characters.
Not having magic is perfectly fine. You can train skills that you didn't pick for your class (i.e. pay a Trainer NPC to level the skill up to a usable point), or you can just play the game without magic. Note, also, that enchanted items let you cast spells even without magic skill, using the item's Charge level instead of your Magicka.
I'd probably go to Balmora, Sadrith Mora, or Ald'Ruhn for such quests. Each one has a Great House, a Thieves Guild, a Fighter's Guild, and a Mages Guild for a slew of beginner quests. Personally prefer Sadrith Mora because you also get better rewards for joining House Telvanni.
As others have indicated, your next step should be to Balmora.
I've got about 50 hours through this playthrough and Balmora ends up being my home base.
Play the game and you'll learn where "low level" vs. "high level" stuff is. Part of the fun is realizing you're in over your head and then being able to snatch something from a higher level area even when you aren't quite strong enough to be there.
You can still be good in magic even without points but will level it much slower. Need to practice a lot with its spells and train with trainers
Remember this game doesn't really do much level scaling in areas. There are different versions of enemies yes but if you walk in the wrong place you can fight level 20 npcs at level 1. The fun part is if you do go to those places and make it to high level items it is super rewarding.
As for quest follow the main quest to balamora and join some guilds. The 1st few ranks are fine but certain guilds will lock you out of max rank in their rival. Makes role-playing and multiple playthroughs feel different.
Also in morrowind to rank up in guilds you need to have some skills at certain levels. You can find out what you need in the menu where it shows the guild and see the skills needed.
All in all take it slow and enjoy the ride. Some of the best parts of this game is getting lost and exploring.
To answer your last question:
You can always save your current character, then select New Game. Maybe you'll iterate on your build after finding you missed a skill you want higher early, maybe you'll try something else altogether.

In the manual it said words to the effect of "go ahead and be a mage who wears heavy armor. You can do it, but remember that learning how to use that armor will take time away from your magical studies".
You're only limited by your own creativity and time in Morrowind. More so than Oblivion and Skyrim. You'll never bork yourself out of Major/Minor/Misc skills. You can grind all of 'em to level 100 if you feel like it.
Low level quests can be found in the guilds. Most of the first few quests the guilds from Balmora, Sadrith Mora etc are pretty easy. But as others have said, it's often more fun to go exploring. Morrowind HEAVILY rewards exploration.
You will never be cooked. Every skill can be leveled to 100
Your main quest is to explore the world, but as someone else suggest, Balmora is a nearby town with lots of quest npc's.
For your edit: magic can be done fully through magic items, the skill to get better at using those is enchanting. Using a magic item casts the spell at 100% chance and uses up charges inside the item, conveniently those recharge naturally and are per-item.
