The people that own multiple buildings generally rent them out.
Apartment buildings can house hundreds.
The number seems totally reasonable to me.
I think some are, but for example nomadic cultures or refugees would certainly count as "not living in a building". Also people that travel for work without having a house of their own could potentially fit into that category.
considering that the bar for what a german could call a building from quality perspective is quite high⦠yeah, I mean, seems like an accurate map: our overpriced sheds hardly quarantine
Then again anything that has a roof, walls, rests and is connected to the ground and which can be entered is a building permit requiring building by definition.
