It's probably about the national vote and not the regional one. At least that's what 1971 would refer to. Women got national voting rights but in some places (like appenzell ir) they couldn't partake in any cantonal vote or election.

Okay. So, since you are not aware that besides ruling party and country leader, people can vote for many things. Soviet people voted for- Local Soviets, Supreme Soviet deputies, trade union committees, Komsomol committees, public organization leadership.
