As a Danish person, I can tell you that it is actually the other way around. If a kid loses their parents, they must pick a new pair/group of parents after two hours. Whoever is closest at that time is now obligated to be your parent. They amended the law in the 90's so the parents must be 18 years old. Which is why I'm actually 3 years older than my dad.
If i remember correctly its just that you are responsible for the child until the parents and kid is reunited. Is ment to be able charge someone with child neglect if they don't help a lost child or like if a babysitter suddenly decides to leave a child at home alone and something happens to that child

You can still reclaim your previous child through a thorsfejde, of course. Though if you kill the new dad you also get his children.
