I’m not sure what state you live in… but you might wanna Google uninhabitable living conditions for your state. Because I can see through your floor… Makes me think there’s every chance you could fall through and your landlord is responsible for fixing that. As far as the walls and ceiling…. First, I would get a scraper and take it to that sailing to get all those loose pieces off and then sand it down and then go get a nice inexpensive gallon of paint in a color you like and it won’t take but one afternoon to make that room seem a lot kinder & less scary.
Forget about doing any of this unless OP is the owner. It's all up to the landlord. The joint is in major disrepair. That fan dangling (and paint peeling) tells me moist air has not been exhausted for quite some time. I'm pretty sure there's damage from moisture accumulation and probably a bit of rot up in there too. Perhaps even toxic mold.
I'll bet a scraper on that fragile drywall would only make a mess. And maybe disturb mold spores that could disperse. The ceiling needs to be torn out and replaced by now. I dig your DIY enthusiasm...But this is in need of renovation.
Its not dry wall. Its like plasterboard or sheet rock or something. Mold is not accumulating in it. Its my dads house just neglected by when my older brother lived here.
The base floor is solid just water destroyed the top layer of the subfloor. Just need to replace the top layer.

Just came here to say the same. Is it a victorian era home? Back then they used lath and plaster. That's what this looks like.
