Honestly probably a lot of regular people that would help in a situation like this. If I was closer I’d just give you a tent and sleeping bag and blankets and stuff. Maybe post on Nextdoor and/or local facebook pages and just see what people might have that they aren’t using. Probably get a lot of help.
Is there somewhere you can get to to at least make a fire? I cannot stress enough how hypothermia can kill you sneaky. If theres a wooded area close enough to get to, I can teach you some tricks to stay warm, using the tools youve got.

I’m in Virginia Beach , I’ll do whatever I can. I’ve had to do community service a couple times and the jcoc(judeo Christian outreach center) is where I did it. They literally take people off the streets if they can. At the very least they do dinner daily and pass out bag lunches for the next day.
I know everyone is giving advice and you dont seem to be in the mood to take it (i will personally call every church within walking distance and find you a place to sleep if you'll take the help) ..seriously though, what you are attempting is akin to insanity. I've spent nights outside in -30 weather in the Yaak. Spend the 2 hours to properly insulated that shelter with basic snow pack and figure out a way to keep your sleeping bag 99% dry. Most deaths from exposure like this happen while asleep.
Go into town, seek charities and churches, or sit inside the ER at the hospital but just sit there. I don't know your local government situation but when the temperature drops below zero a lot of governments kick into some reactive policy where they provide emergency shelter until the temperatures back above zero.
This weather will kill you if you are not professionally equipped

Man you need to find any local place of worship (Church, Mosque, Temple etc) and ask to seek refuge for any time they will allow. You can get some shelter and basic needs, probably even food. If you want to be fed go find a Mosque or Temple, hate to say it but they're more likely to feed you. Hope this helps.

I've received far more help from Christians then anyone else. If it wasn't for a Christian I would not have a sleeping bag.
