This is actually quite nice. You don't usually get 2 for 1 cards this cheap. This gets rid of two early threats out of dimir. This gets rid of both badger cub and a dork like elves or the earthbend land. I think this will see some play. At least in side boards against those matchups. The fact it doesn't exile and is sorcery speed does give me some misgivings about this card though.
Oh and it you were curious about whether or not biterbloom bearer was viable, I think this is your answer. It's probably not.

This looks a bit niche but fine, it hits both badger and an earthbent land or the elves, and the prowess' otters are also 1/1 during your turn.
Pyroclasm's a better sweeper but this doesnt hit your creature
