I think. And I’m not a neurologist. But I think, her memories and mental maturity are not directly linked. Like she is still more mature and capable of making decisions, she’s just unable to recall the memories that built up that mental maturity. It’s like you can’t remember the moment you learned it’s not nice to point at people, but you know it’s not nice to point at people.
Someone who has this kind of amnesia wouldn’t actually really have the mentality of a 16 year old. Their brain is wired differently than when they were younger, so even if they don’t remember what’s happened they would be more mature. Now there would definitely be some regression in their maturity but not all the way to 16.
