There are LADOT placards that some city employees can use when doing official business in their personal cars, but they (1) don’t allow parking in red zones, (2) will have the business card of the employee with their info and work address, (3) have an expiration date, and (4) actually look official with decals and such.
Red curbs mark areas that must be kept clear for emergency access. A cop car is an emergency vehicle. I am an EMT, not a cop, but I park my ambulance in red zones daily. That’s what they’re for.
To be fair, we are sometimes guilty of doing this while picking up lunch or coffee. But cut us some slack, usually we’re parked there because we’re saving your life.

You need exempt plates to park like jerk as a city or state employee. Know first hand. If they are exempt plates you can park pretty much anywhere but handicap zones and you don't have to pay a meter. Placards are usually only for civil servants who drive their personal cars and don't give the same parking exemptions. This is neither of those things, not even a real city parking pass for residents.
Exempt is only a pass from yearly registration. That placard is likely a fake. Pkg Enforcement will ticket it if you call them. However, it’s probably only a $50 fine.
