When he says he wants everyone in the office on Christmas Eve and Christmas Day, he would go into the office too.

As a engineer I can tell you that the people online over the holidays are in general behind on work and nervous about the work in the new year. All the guys i rate highly as engineer and mangers disappeared last week, and won’t be back for 2 weeks
I am a civil engineer so not tech, but yes. everyone with a manageable workload and good prospects for work right now left on 19 December and will be back on the 7th of January.
Or elderly parents or hobbies or interest in life outside of work....
