It does raise an interesting question in niche applications. If you hang a giant poster over a billboard is It stealing from the business whoes ad you hid? Is it vandalism against the company who sold the billboard? Can it be both?
There would be a strong case for damages in the amount of the advertising cost/spend and lost space.
Thing is most of the time this amount would be pretty minimal and not worth pursuing. If someone vandalizes a billboard that costs $5,000 a month, and it's fixed after 2 days, the Company can argue their "damages" are ~$170 a day. The lawyer representing them would be $1,700 an hour, so not really economical unless it's a major disruption to something like the super bowl ads around the stadium.
