There is a cliché that the same happened in the federal state of Brandenburg in my homeland Germany: The state is known to be vastly uninhabited and comprising mostly of woodland and farms, so that youngsters there had no options for spending their freetime aside of crashing their cars on nearby trees.
That's absolutely a variable; boredom cultivates substance abuse.
In Russia though, I believe the issue is compounded based on their cultural relationship with alcohol.
I've never been to Germany, but it has an outstanding global reputation when it comes to alcohol safety, especially in regards to driving. You're obviously more aware that it isn't perfect, but compared to other modern societies it seems like Germans have it figured out.
Russia on the other hand has normalized drunkenness so severely that they consider beer to just be "food" because the alcohol % isn't high enough for them to consider it alcoholic.

As for the beer as common foodstuff, that used to be the case, but one of Gorbachev's few achievements in decreasing the consumption of alcohol is that he declared beer as an alcoholic beverage and not a soda/pop.

They didn't even try to grab his pants to pull him in, anyone with a brain can see how stupidly dangerous the moment he started climbing in and out of the window. I don't mean to be a douche or making use of berating someone who just witnessed their friend dying, but had I been the cameraman, I would have thrown the phone away and just embrace him from behind to pull him away from any window. There's no use in trying to talk someone away from such an inherently suicidal situation unless they are in fact suicidal—that's when they would have jumped intentionally. This guy seemed to just try to go viral in the stupidest way possible. They all took a miscalculated risk.

And terminal velocity is the max speed a human will "fall". The type of speed where water is now hard concrete, effectively.
You can survive these falls. I think theres only a handful of people recorded as doing such though.
