France probably doesn't have to deal with NIMBYs like we do where they weaponize "local control" to delay something for years and years. If France (national level) says build it, they get it done and the locals likely don't have much power in the matter. Here if some activist neighborhood group says no, it gets bogged down in bureaucracy for years, and that's even for private gondola project funded by the Dodgers.
Don't forget France pulled out of the CA Highspeed Rail bid in 2011 and went to North Africa because it was "less politically dysfunctional." France finished building and opened the rail project Morocco in 2018.
