The more the gaming budget rose, the more the industry got dominated by Western corporate slop. Sure, you could say that back then even Western games had good stories and good characters, but gameplay wise AAA Western games have always been inferior.
There may be some exceptions but IMO the environment hasn changed that much since then, the Japanese industry as a whole is still declining.

But I would like to a put a lot of blame on people like Keiji Inafune who were obsessed with westernizing Japanese video games. Devil May Cry 4, at the time, was the best selling entry in the DMC franchise. Despite that fact, Inafune still pushed for the series to be handed to a western studio to make DmC: Devil May Cry, a rancid, awful reboot completely removed of any kind attractiveness in everything from gameplay to character design.

To a degree, when they first started going on about wanting more diversity in characters, I would've been ok with it.
