It is not a requirement. Yes, blaming the parent is valid. However, this does not mean crossing the line into actually insulting the parent is ok (assuming they are the OP) (Rule #1).

Rest assured, I remember the guy saying that the cat was fine (his cat and his cousin or niece). This video must be about 6 years old now.
Not really blaming the cat either, tbh. Maybe I'm ignorant about how intelligent cats are, not being a cat owner myself, but I wouldn't assume a cat understands how human contrivances like public roads and motor vehicles work, and the rules that govern their use. That cat is just prowling around, as cats are wont to do.
I mostly blame the owners of the cat (if it isn't a stray) and parents of the child. Letting a cat roam wild is irresponsible and selfish, and letting your kid roll down a street with blind corners is negligent to the point where I'm wondering if may they just don't like that kid.
honestly, most cats don't get the chance to learn the road is dangerous until something tragic happens. Probably good for the cat to learn that the road isnt safe to be unaware on

This vid of a similar looking cat getting hit by a kid in a toy car should honestly make you rethink letting her out then! If it can happen with a toy car that’s going fast but not at real car speed, think of how easy it must be for a real car. Please keep your cat safely inside
She's been an outdoor cat her whole life and my family strictly forbids her from staying inside. We didn't buy any litter boxes for her or anything and she likes to hunt. I know a car could hit her, but she's been doing pretty good for 6 years and I can't really trap her inside if she and my parents say no.
She's still on an actual road with actual cars with no parents following in sight going around corners where even if they are standing where they're not on camera they wouldn't be able to see her/watch her
You never know, sometimes cats can appear okay for a moment after a flush of adrenaline during the accident and drop dead after a moment, not saying the cat died but maybe it should have been taken to a vet for checkup at least.
