The New York State Police in Pulaski, with assistance from the NYSP Bureau of Criminal Investigation and the Oswego County Sheriff’s Office, have arrested a Fulton man following the sexual assault of a juvenile female early this morning in the town of Mexico. When a family member observed the victim had left the residence a nearby area the victim was known to frequent was checked. There was a vehicle parked nearby, and approached while calling out for the victim. The vehicle drove away. The victim was located moments later and reported she had been forcibly sexually assaulted. Troopers responded and immediately began an investigation.
A license plate number provided to responding units led law enforcement to the suspect vehicle. Deputies from the Oswego County Sheriff’s Office located the vehicle and attempted a traffic stop. The operator failed to comply and continued driving to a residence in Fulton, where he briefly fled on foot before being taken into custody.
The suspect, Emmanuel J. Dunbar, age 39, of Fulton, was arrested and charged with:
• Rape in the First Degree, Class B Felony
• Rape in the Second Degree, Class D Felony
• Unlawful Imprisonment in the Second Degree, Class A Misdemeanor
• Endangering the Welfare of a Child, Class A Misdemeanor
• Criminal Possession of a Narcotic Drug, Class B Felony (two counts)
• Criminal Possession of a Controlled Substance, Class A Misdemeanor
Dunbar is being held at the Oswego County Jail without bail as he already has two prior felony convictions.
The victim was transported to Upstate University Hospital in Syracuse, where a forensic exam was completed. She has since been discharged.
