Obviously hostile but they’re also obviously not using that door for ingress/egress anymore. You can’t open it over the metal balls. So no, no one is gonna trip going in or out, because that’s a wall it a door knob and not a door.
(Unless this is really against the most basic fire codes and this exterior door to presumably a business opens inwards?- which they should be more worried about that first)
That's not a door, it looks like it used to be in the past though.
