Literally the exact same thing would happen at least in regards to the west. Push everything a year or two earlier and the British and French still do not have the stomach to send a whole generation of men to war. They still invade their neighbors, still rearm, still do everything they did. Do the Germans still sign their non-aggression pact with the Soviets and invade Poland? Probably, and they probably still betray the Soviets, only earlier. This is where things might change. The Soviets suffered terribly in the opening stages of the Eastern Front and if you asked the average person anywhere in fall 1941 if the Soviets were going to collapse the answer most likely would have been yes. Now imagine if instead of 1941, it was 1940 and even FEWER or NONE of their better designs like the T-34, KV-1, Il-2, Yak-1, etc were available and they had even less time to rebuild a competent officer corps after the purges of the 1930s. Had things got going a little earlier things at the very least could theoretically have been very different in the East, but it would still likely result in a collapse of the Axis.
