Actually if I remember, as all citizens of Super Earth are given a Constitution at age 16, it mentions they're all trained on how to use it.
So at least, they know how to fire a gun. Which is, admittedly, not that hard and is certainly one of many reasons guns became so widespread in warfare.
The 72 hour training is an accelerated training program. We see the same in other wars, look at the accelerated training done in Ukraine and Russia right now.
Additionally the training required depends on the base level of competence of the population. If you have a population of people who are already familiar with guns and how to safely use them you can shorten the training.
So we can assume the normal training takes longer. Additionally these fast-tracked people will be used for simple tasks like holding a trench to free up the more experienced people for more difficult tasks.
On top of all that people not in combat, like those stationed on planets not under attack, will then be send back in sections for more complete training after the bulk of the rest has been trained.
There's often a specific branch of military reponsible for routine guard work and garrison of the territory. Not less important, but they are usually less trained and less equipped than the army that fights regularly on the frontlines

My best guess are these are one or two possible things
the PDF or just the troopers sent by Super Earth to oversee the colonizing of planets who only really have to deal with citizens during peacetime (from over the last 100 years)
These are the SEAF from the first Galactic war and nobody has been around to clean up because while a planet is a big place the galaxy is even larger
Since we know the standardized uniforms that SEAF wear, these guys might be colony/planetary police, security or National Guard style troops, hired to keep the peace in their own neighborhoods and hold the line before SEAF arrives.
I believe they are SEAF personnel that have been dead a very long time and been exposed to the elements, sunbleaching any and all recognisable colour from the uniforms
Could be some civilian market gear for a civilian who is particularly democratic and defending his home and paid the ultimate price, could be a planetary army just for the various planets across the galaxy before they send in something like SEAF or the helldivers, could be civil defense, could be like the national guard, theres alot of possibilities.

I thought they were supposed to be corpses leftover from the first Galactic War. I usually find them isolated out in the wastes away from the cities and outposts. Usually next to dilapidated and rusted out vehicles or mechs or next to old cyborg/tyranid remains.
I imagine that it's difficult or not cost effective to find the time to scour every single inch of every planet for the bodies of random SEAF or Militia personnel.
Normal super earth citizens who took up the fight using whatever they could get their hands on, local milita types who were trying to protect their home and drive off the alien invaders.

I would be more surprised if human civilians and colonists DIDN'T have access to Kevlar vests and helmets in this setting. Super Earth issues fully functional rifles to everyone when they turn 16. There are product reviews on all the equipment in the store. The entire economy is based on perpetual war on a galactic scale.
There are people alive today who have military grade equipment just hanging out in their houses, and as war-mongery as our history has been Super Earth is far worse.

The fatigues and armor aren't standard helldiver, but the helmets are the same shape is current divers just without the faceplate and visor. Likely an older generation of what current helldivers are issued
They look like early Environmental Assets made earlier during the game's production cycle, probably before AH came up with the iconic blueberry design of our beloved SEAF forces.
In canon there are local defense militias whose job it is to keep the peace and act as a first response to invasion. This could be them. The more robust SEA branch of SEAF is deployed more directly to active fronts since keeping the professional army around to guard and police EVERY SINGLE PLANET would be extremely taxing on SEAF’s resources.
Generally, you tend to only see them on outer planets, so I assume they're a civilian planetary defense force acting as reservist protection on planets that are too far for SEAF (and too low class, and poor) to bother garrisoning on
They were planet inhabitants that tried to fight for their independence and got killed either by "peacekeepers" or by actual enemies that were lured into the rebellious planetgood soldiers
The type of helmets, specifically with the ear covering paired with their simple Kevlar vests without pouches look alot like the game is trying to tell me they were vehicle crewman and pilots. Especially because they are found near wrecked vehicles alot.
I’m going to go out on a limb and say they are probably from this current war, but they have been long put to rest at stations that canonically haven’t been touched in weeks/months until the planet is liberated.
This looks like a moon planet but since actual organisms are fighting for it I’m assuming decomposition is a thing so yeah this skeleton was probably seaf or stationed post before dying and decomposing until we finally liberate the world.

It does look a lot like the starship trooper armor.
CE-74 BREAKER armor have KEVLAR vest under some armour piece holding extra magazines in the upper chest area.
In its description, it says that "armor is available for citizens who wish to perform efficient home renovation projects."

The first Helldivers?
In canon there are local defense militias whose job it is to keep the peace and act as a first response to invasion. This could be them. The more robust SEA branch of SEAF is deployed more directly to active fronts since keeping the professional army around to guard and police EVERY SINGLE PLANET would be extremely taxing on SEAF’s resources.
Generally, you tend to only see them on outer planets, so I assume they're a civilian planetary defense force acting as reservist protection on planets that are too far for SEAF

I’m pretty sure this is the old design for SEAF troopers, so they modeled the corpse before changing the design and just kept it

In-game answer: Starship Troopers inspired soldier or some kind of reserve forces.
Most likely answer: leftover asset from the days when the game was even more "realistic" and serious.
The type of helmets, specifically with the ear covering paired with their simple Kevlar vests without pouches look alot like the game is trying to tell me they were vehicle crewman and pilots. Especially because they are found near wrecked vehicles alot.

I’m going to go out on a limb and say they are probably from this current war, but they have been long put to rest at stations that canonically haven’t been touched in weeks/months until the planet is liberated.
This looks like a moon planet but since actual organisms are fighting for it I’m assuming decomposition is a thing so yeah this skeleton was probably seaf or stationed post before dying and decomposing until we finally liberate the world.
