Instead of a whole new stratagem, why not give additional ammo types to the existing GL? It would solve some of the GL's issues while giving new utility. To go along with Arrowhead's "realism" thing make it so that swapping ammo forces you to reload a new belt of grenades. That way we don't have magic 40mm which can be HE, buckshot, or frag at any moment.Â
You're skipping the "aim grenade" and "explode grenade" parts in favor of getting all that shrapnel out the muzzle off the hop. It's technically safer and less likely to blow you up in the process.
Honestly not a bad idea for adding a shotgun strat simple yet effective.

Programmable rounds are a thing. You can have them detonate at a set distance, say 15m away from your target, and turn into an air burst round
You're describing a programmable fuse. I'm saying it's a stretch to have 40mm that somehow contains 2-3 payloads in the same space.Â
