It used to be that some story points would prevent TLSQs from being triggered, but that's no longer the case. You can even do school-year TLSQs in the Beyond stage of the game.
As for that specific TLSQ, it doesn’t have a normal trigger point. You can pay pages to trigger it in the Memory book, or JC may give a discount randomly on it, or may even trigger it for free sometimes.
I believe the charm to cure reluctant reversers is from a seasonal quest that you should be able to do later and expulso I think is in the current diary (not accessible yet).
No, you have to play special quests for those charms. For example, the broom one you can learn with the 1rst year Hagrid TLSQ
