Not really, it was the approach for mass produced mobile suits during the war. Long-term post-war organization wasn't really in its scope. GM did its job pretty damn well all things considered but as time passes any platform will become outdated. Whether in sheer performance or due to different circumstances.
There's not much you can do to rework the GM so it can be built on Zeon assembly lines that isn't simply less efficient than using them as-is.
I think there was a case that the GM was already outdated by A Baou Qu since many were being retrofitted into the Late class and eventually the Kai

No, the Zaku II was just a alternative. Compared to Mass producing new MS, retrofitting old Mobile Suits are cheaper and since you have a abundant of Zeon and Federation MS, you can retrofit all of them to build up your forced again especially since your building with peacekeeping in mind and not a war
It makes me wonder what would've happened if Kamille never sided with AEUG and just continued his life as a student then became a doctor or Mobile Suit engineer and Titans ruled past the Gryps War
There is a game Mobile Suit Gundam vs Zeta Gundam where you can play as Kamile who sided with Titans (i think it was because his parents died because of AEUG or something) it doesn't have much story, but its still interesting.

Yeah that game has been on my list of stuff to add to my game collection for awhile. Wish I was more into UC stuff back during the PS2 era, only have a few games like Encounters in Space and Zeonic Front, since it's the most pricey of the bunch now. Meanwhile I remember passing on it for twenty bucks countless times since I figured it didn't offer anything Encounters in Space didn't.
Nearing the end of my first Zeta rewatch since like 2009 and reminded of the game's existence daily lol. Still nothing beats coming home from work and watching Kamille and the gang while eating dinner.

I wonder why this was never addressed in Zeta.
I mean, I only started watching Gundam relatively recently (Started in 2023), and I recall my confusion when supposed Federation forces were shown to be using Zaku and Rick Dias models.
I think it’s meant to be disorienting and the audience is meant to wonder about it at first. Also they don’t really need to address it because this is the most obvious explanation. It follows from real life events that inspired Gundam like WW2 where the victors liberally borrowed tech and development staff from their defeated enemies.
Supposedly the Titans were given Zeon-style suits because someone was worried viewers wouldn't be able to figure out they were the bad guys if given GMs.
It doesn't particularly help that the first AEUG suits we see are of the Rick Dias type, which are mono-eyes themselves.
Or it's a simple and easily understood visual short hand for your intended young audience that "this faction is not the good guys".

This is regardless of the factions having more or less switched sides. When they switch sides, they need to adopt the other one’s MS design language.
While 0083 isn't absolutely necessary, I do think people should watch it before Zeta. It really makes it clear why the need for the Titans exists. Why not only did the Federation need an occupying force, but why they needed a special taskforce specifically above and beyond what existed during the OYW. Until the Jupiter Fleet and Axis show up halfway through Zeta there is no real justification for the existence of the Titans and the AUEGs best members only defect because of the Titans dramatic overreaction to the AUEG. It's a self inflicted wound that makes little sense until you realize that only the most hard line Federation leaders remain because Zeon kept warceiming after the OYW was over and killed any moderate Federation leaders left.
Theres nothing wrong with watching Zeta before 0083 and Zeta makes it perfectly clear and apparent as to why the Titans exist. If anything you ruin the context of seeing Jamitov and Bask in 0083 if you watch it before Zeta since the anime assumes you're already familiar with these two random Federation officers
I didn't say there was anything wrong with it. I feel the opposite Bask and Jamitov first in 0083 makes more sense of zeta.
I was legit mad when I began watching Z for the first time, knowing that this show was going to be about a civil war within the Federation, expecting some hot GM vs. GM action, only to end up with . . . more Zakus. Eventually I grew to really love Titans designs, but in that moment I was so frustrated. How hard would it have been to have them look even more like a mix of design philososophies like this:
