I live near a large power line, where the city has clear cut a giant swath of nothing through the forest which they now mow occasionally. To me, that's just tons of land that could otherwise be growing ground-level crops.
Would doing so be very illegal and subject to some very harsh punishment, or is it more of a situation where I should accept that my stuff might get removed at any time by maintenance people?
Keep in mind that these power lines easements are sometimes maintained by spraying with herbicide instead of mowing. Not saying you shouldn't do it, but that's another threat you should be aware of.
Go for it. Just don't be sad when they mow it down, instead look at it as a general pruning.
they actively mow them & treat those areas herbicides so you may have a hard time growing anything there! if you’re planting low-growing stuff that won’t interfere with the lines they probably won’t punish you but they will just remove it. I actually just went to a conference where they were talking about conservation efforts & building habitats (especially for pollinators) in those spaces and it’s something the industry is moving toward (veeeery slowly)
also I should say - legality probably depends on your state, definitely see if you can find any info about “utility easements” or “ROW” (right of way) in local and state laws. but those folks are out there infrequently enough that it would likely be a run of terrible luck to get got!
Id guess the later but also something to think about is that they use those right of ways for buried utilities too. Be safe. Just hypothetically speaking of course, but if a hard working citizen that always cleaned up after themselves and spread plants around a bit so they dont spot it dead from the air plane they pay to inspect those lines, its definitely doable. The light exposure would be something too. Guess it depends on the direction the clear cut is made. Good luck.
I doubt it would be the end of the world, I mean, there’s power lines that go through private property with easement too where the land owner can still plant small stuff below. Or actual farms with power lines running over the field, same thing. Just tough to keep wildlife away from it, also yeah be ready for it to get mowed, plus utilities below the dirt
I would say food is too risky given pesticide risk. I’d only plant along the edges. But first, try to ID what plants currently make up the non-mowed edges, presumably it’s just turf grass that’s spreading into the non-mowed area but better to check cause you don’t want to interfere if it’s mostly native plants or native grasses. If it’s all nonnative or invasive, then plant some aggressive native plants, ideally ones with wind blown seeds that also spread through rhizomes. Perfect example is goldenrod and asters (keystone species) and milkweed is usually pretty great for this too. They’ll be fine if they get occasionally mowed, but not if they are constantly mowed.
Edit: actually thought about this a little more- if there is pesticide spraying, then this could just be a death trap for pollinators. So planting even native plants might even be net harmful to pollinators and birds
I put my garden along the fence that borders the powerline easement in my yard (I had it marked first).
Every Fall when the marigolds and sunflowers drop their heads I toss them over the fence into the easement. Workers have watched me do it while working back there, they did not care. I should point out this was gentle tossing over the fence, so it was obvious to them I wasnt trying to pelt them or anything. I figure as long as its not something large enough to block their bucket truck from getting back there, they dont care.

seed low growing native grasses + legumes. if you're in the united states bouteloua, dalea, indigofera, random asters, native bindweeds
They are actually constantly visited, and like user below said, pesticide, herbicide is the most common method to clean.
What you can do is "grow next to it" but not undernewth or in the area, more like secluded next to it, I ve done a few like this, they work well, it's easy to maintain, pros you later on learn their visiting schedules, habits, so you can stsy even more hidden. and you can actually potentially get a deal with someone around to use space either lended or sold to you and grow more, that's whet I did.
Another user said plant along the edges I recommend to move 150-500meters if posible from the area, plant next to it and ull have success, what you need are inclined - declined angles not flat ground, that's what allows you to grow in very inaccessible place for others, and safely

Legally speaking ur not supposed to be near a powerline or any government work area, public electric or water lines, etc. So already there it means death, jail. Pull gun on sight.
today 2025 the law states it's also not legal to be camping or hiking through non marked trails in public parks. Because they can't guarantee safety the law is starting to punish just for being there in the forest. It's for preservation of nature. Everyday kidnapping also increases, no car can drive through forest, me the guerilla grower I see u, I disappear you, I can't risk being caught, I'll feed you to wild animals, and cops take from 1-3hrs to get here, forget running away from the other guy, it's direct shootout no questions asked, no freeze, no warning, nothing just pull trigger
